Our Right of Way (ROW) services team developed and implemented a comprehensive turnkey right-of-way program for “Project NEON” under the design-build method. Project NEON is a multi-phased, $1.5 billion project identified as critically necessary to mitigate several transportation issues in Las Vegas, including escalating traffic congestion levels. The project features High Occupancy Vehicle (HOV) connectors, direct HOV access ramps, and reconstruction of several interchanges. TranSystems (formerly OPC) provided turnkey services that included 74 acquisitions resulting in 301 relocations including 264 residential tenant displacements, and an estimated 37 commercial business relocations.
Project NEON required several significant acquisitions including 5 large apartment complexes that totaled 300+ residents requiring relocation assistance. A variety of businesses were also impacted, including a small casino, a mini market, auto dealership, barber shops/beauty salons, a restaurant, a church, and dozens of medical and business offices. Throughout the project, our team actively engaged with NDOT management staff providing strategic planning, project scheduling, parcel mitigation analysis, change control, document management, and oversight of a diverse subconsultant team. We also served as a participant on the Project NEON Risk Assessment team. Our team’s concentrated efforts assisted NDOT in completing the project on-time and within budget.
